About this opportunity

The North Carolina Department of Public Safety, National Guard is requesting bids on lawn care services for five facilities in the Lexington Region (Salisbury, Mocksville, Winston-Salem, Lexington, and Thomasville) under IFB 19-IFB-2321991823-HDE, with bids due August 17, 2026 at 2:00 PM ET and mandatory site visits on July 28 and 29. Vendors must bid the complete region only and cannot split locations.

HUB (Historically Underutilized Business) participation is encouraged with a 10% utilization goal for diverse firms as subcontractors. The scope covers mowing, edging, trimming, debris and leaf removal, weed and grass control, mulching, fertilization, and seasonal leaf removal across approximately 39.67 acres. The schedule requires 28 total maintenance visits over the contract period (July 1, 2026 through June 30, 2027), with mowing every 10 days from March through September and every 15 days from October through November, except for designated training areas.

Vendors must possess or obtain pesticide application licenses, right-of-way permits, and turf licenses as required by law. Pricing is submitted on a provided form with separate line items for each facility covering cost per cut, mulch and fertilization costs, and leaf removal/beautification visits; all equipment, supplies, materials, transportation, and labor are included in the quoted price. The vendor must pass financial stability certification and background checks and meet North Carolina Secretary of State registration requirements prior to contract execution.

The initial contract term is one year with two optional one-year renewal periods. The State reserves the right to add or delete locations within 30 days' written notice throughout the contract term. Written questions are due August 4, 2026, with responses provided by August 7. Late arrivals at mandatory site visits are prohibited from participation.
