About this opportunity

The Michigan Department of Technology, Management & Budget Printing Services is requesting competitive bids from prequalified vendors for printing the LEO 2025 OSHPA Report, with bids due August 13, 2026. Participation is restricted to vendors prequalified with the State of Michigan Print & Mail Management program and registered to accept Electronic Funds Transfer payments.

The scope is production of 150 perfect-bound booklets: 8.5 by 11 inch finish size with a 4-page 80-pound matte cover (4-color bleeds), 168-page 80-pound matte text body, and perfect binding along the 11-inch spine. The vendor must deliver finished, carton-packed materials to the General Services Building in Dimondale, Michigan within 10 business days following proof approval by the state. The state will provide an electronic PDF proof.

Award decisions will be made on best price and value to the state, meaning the lowest bid does not automatically win if quality concerns or ability to meet requirements are questioned based on past performance. Bids must include a detailed cost estimate; bids lacking this documentation will be rejected. All costs must include freight to the dock at 7461 Crowner Drive, Lansing, Michigan on an F.O.B. Destination, prepaid basis.

Payment terms require invoices with itemized statements, payable within 45 calendar days of receipt or final acceptance of deliverables, whichever is later. Payment is made exclusively through Electronic Funds Transfer via the SIGMA VSS system. All electronic copies of materials in source software format (including revisions, fonts, and images) and PDF versions become state property returnable upon request. The State of Michigan is exempt from federal excise tax and state and local sales taxes; vendors must not include tax in invoices.
