About this opportunity
The City of Carlsbad is requesting sealed bids for reconstruction of existing stairways adjacent to the Hacienda at Leo Carrillo Ranch Historic Park (PWS27-4116FAC, Project No. 4772), with bids due September 17, 2026, at 11:00 a.m. and a mandatory pre-bid conference on September 8 at 10:00 a.m.
The scope requires complete reconstruction of three stairways at the National Historic Landmark and California Historic Landmark No. 1020 while maintaining historic aesthetic compliance. Work includes replacing concrete stairs with flat stones instead of uneven rocks, setting concrete faux red carpets flush with stone treads, establishing consistent tread and riser dimensions, replacing handrails, and installing temporary railings compliant with California Department of Industrial Relations Section 3214 and California Building Code Section 1014 before permanent installation. The City prefers phased construction maintaining at least one stairway open, though contractors may propose closing all three if it substantially reduces schedule or costs. All work must comply with the California Historical Building Code, Title 24 of the California Health and Safety Code, the 2025 California Building Code, and the Secretary of the Interior's Standards for the Treatment of Historic Properties.
The Engineer's estimate is $395,000. The contract award period is 90 calendar days from bid opening. Bidders must be licensed as B General Building Contractors or C-8 Concrete Contractors under California Business and Professions Code Sections 7000 et seq., maintain current DIR registration, and comply with prevailing wage requirements. Bid bonds equal to 10% of the bid price are required at submission; the three lowest responsive bidders must submit original bid bonds within two business days of opening. The successful bidder must furnish Labor and Material Payment and Performance and Warranty bonds at 100% of contract price from California-compliant sureties. Contractors performing more than 50 percent of work through subcontractors will have bids rejected as non-responsive. Questions are due September 14, 2026, at 5:00 p.m.
