About this opportunity

The Kentucky Board of Licensed Professional Counselors is requesting proposals for legal services to support board operations under a personal service contract, with proposals due September 9, 2026 at 2:00 p.m. and questions due August 17, 2026. A current Certificate of Good Standing from the Kentucky Bar Association is mandatory.

The scope requires a designated attorney to attend all KBLPC meetings, provide legal advice on board duties and responsibilities under Kentucky Revised Statutes and Administrative Regulations, draft memoranda and correspondence, advise on open records and open meetings laws, represent the board in administrative proceedings under KRS Chapter 13B and civil actions, prepare or review regulations and forms, and support legislative matters when requested. The attorney may utilize paralegal and administrative staff for research and support services. Qualifications must demonstrate experience in administrative and professional regulatory law and prior work with state licensing boards in behavioral health.

The compensation structure sets a maximum hourly rate of $125 per hour for the designated attorney and $35 per hour for paralegal and administrative support. The contract term runs from October 1, 2026, through June 30, 2028, with options for renewal for additional two-year terms subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission's Government Contract Review Committee. Professional Liability Insurance with minimum limits of $1 million per claim and Commercial General Liability Insurance of $1 million per occurrence and $2 million aggregate are required.

Technical proposals are scored on a maximum of 350 points based on qualifications, experience narratives, and support-staff usage detail. Oral presentations may be required, with up to 100 additional points available for a total possible score of 450 points. Proposals must be submitted electronically through the Kentucky Vendor Self Service System with sealed technical and cost proposals, transmittal letter, proof of Kentucky Bar Association standing, required affidavits, and detailed qualification narratives. Commonwealth responses to questions are anticipated by August 27, 2026. No offeror's conference is scheduled.
