About this opportunity

Kentucky Housing Corporation (KHC), the state housing finance agency and a political subdivision of the Commonwealth of Kentucky, has issued a Request for Proposals (RFP) for specialized legal services to supplement its in-house legal department. The procurement seeks law firms to provide litigation representation throughout Kentucky in state and federal courts, general corporate legal advice on environmental and employment matters, Board of Directors and Board Committee meeting attendance, assistance with special program initiatives including Section 8, low-income housing tax credits, Federal Home Loan Bank procedures, HOME funding, and housing financing protocols, and analysis of state and federal regulatory and tax implications. Qualified bidders must demonstrate active registration and good standing with Kentucky's Secretary of State, provide evidence of relevant legal experience over the past three years, and submit detailed resumes of assigned attorneys showing educational qualifications, licenses, and professional memberships. Hourly fee structures are required in accordance with the Legislative Research Commission's legal services rate schedule, with partner rates capped at $125 per hour and associate rates capped at $100 per hour unless greater complexity justifies higher rates. Proposals will be evaluated on Proposed Services (15 points), Overall Qualifications and Relevant Experience (40 points), Ability to Perform Services (30 points), and Proposed Fee (15 points), with 5 bonus points available for certified MBE/WBE/DBE/VOSB/SDVOSB status. The contract term is one year with two possible one-year renewals at KHC's discretion, and proposals must be submitted electronically through KHC's Bonfire portal by 5:00 p.m. ET on Friday, February 27, 2026, with questions due by 5:00 p.m. ET on Friday, February 20, 2026.

Resident bidders are given preference over non-resident bidders pursuant to KRS 45A.494. Bidders must provide proof of professional liability insurance and submit a Certificate of Insurance evidencing Commercial General Liability coverage of $1,000,000 combined single limit, Automobile Liability coverage of $250,000, and Workers' Compensation coverage. All prospective vendors must disclose any conflicts of interest and demonstrate Kentucky office locations with valid law licenses. KHC is exempt from state taxes and there are no applicable prevailing wage requirements. A review committee will evaluate proposals and may conduct oral interviews with the highest-ranking bidders, with final approval required from KHC's Board of Directors and the Government Contract Review Committee. No specific contract value or budget range was disclosed in the RFP materials.
