About this opportunity
The North Central Texas Council of Governments (NCTCOG) is soliciting proposals for a feasibility and conceptual engineering study of an Automated Transportation System in the Plano Legacy Area, with proposals due July 17, 2026.
The scope requires evaluation and analysis of ATS technology options — including traditional people mover systems and autonomous vehicles operating on fixed routes — to recommend optimal technology, alignments, station locations, parking facilities, and operating plans. The study must assess how the system can serve local access, improve circulation within and between major developments, and function as a collector-distributor connection to the regional rail system. Deliverables include detailed feasibility analysis, conceptual engineering plans, technology assessments, financial projections, implementation recommendations, operational requirements, capital and operating cost estimates, ridership projections, and integration pathways with existing and planned transportation infrastructure. The consultant must conduct site visits and stakeholder coordination to produce a comprehensive report suitable for presentation to regional decision-makers.
NCTCOG anticipates funding the effort through available capital and planning resources. The consultant must demonstrate expertise in transit planning, automated systems analysis, and feasibility assessment methodologies. Work is performed in the Plano Legacy Area within Collin County, Texas, with administrative oversight at NCTCOG.

Opportunity text
NCTCOG is seeking an individual or firm to evaluate, analyze, and recommend technologies, alignments, stations, parking locations, and operating plans for an Automated Transportation System or similar transit system as a mobility option in the Plano Legacy Area. Automated transportation technology can be implemented in different ways, such as traditional people mover systems or autonomous vehicles that operate along specific routes. NCTCOG is interested in analyzing options pertaining to Automated Transportation Systems in order to provide access to local land uses, improve mobility, serve local circulation needs within and between major developments, as well as serve as a collector distributor mechanism when connected to the regional rail system.
