About this opportunity

Queen Anne's County Department of Parks and Recreation is soliciting sealed bids for a three-year lease and operation of three concession stands — at Route 18 Park in Centreville, Church Hill Park in Church Hill, and Old Love Point Park in Stevensville, Maryland — with bids due November 20, 2025 at 1:00 p.m. and a mandatory pre-bid meeting on November 13, 2025 at 1:00 p.m. at the Queen Anne's County Park and Recreation Office in Centreville (virtual attendance available).

The lessee shall provide all supplies to operate food snack bars selling family-friendly items — hot dogs, hamburgers, chips, hot and cold beverages, snacks, and confectionaries — and maintain open operations during all Department-designated times and posted scheduled events. Equipment varies by location: Route 18 Park includes a fridge/freezer combo, flat-top grill with exhaust, three-compartment sink, hand wash sink, storage and overhead shelving, propane tank, used-oil tank, and air conditioning; Church Hill Park provides a prep table, three-compartment sink, and hand wash sink with no exhaust system; Old Love Point Park includes a three-compartment sink, hand wash sink, and hood system. The lessee is responsible for obtaining all permits, health-department food permits, licenses, and applicable taxes.

Minimum bid amounts are $1,500 for Route 18 Park, $1,000 for Church Hill Park, and $1,500 for Old Love Point Park. The lessee must provide a $100 refundable deposit annually and pay the lease fee by April 1. The contract term runs April 1, 2026 through October 31, 2028, with one one-year renewal option at the same rate contingent on mutual consent. Family-friendly food items priced $3 to $8 receive preference during evaluation. The lessee must furnish liability insurance with limits of not less than $1 million for bodily injury or death and workers' compensation insurance. Bids remain irrevocable for 30 days following opening. The concession stand may not operate as a home base for a food truck license, and the Department may terminate the lease with 15 days' notice if the lessee cannot sustain successful operation.
