About this opportunity
The Town of Putnam Water Pollution Control Authority (Connecticut) is soliciting bids for construction of lead service line replacements, with proposals due September 16, 2026. Build America, Buy America (BABA) applies to this project — a compliance requirement for federal funding that will filter material sourcing and domestic-content documentation.
The scope encompasses up to 223 service line replacements across the Town of Putnam WPCA service territory. Galvanized steel lines are treated as lead service lines and must be removed. Work involves replacement typically on the private side from curb stop to the first fitting in the building using copper pipe; public-side replacements occur only if lead is identified upstream of the curb stop during test-pit or private-side work. Certain locations require special replacement procedures including service-line relocation from the water main to the building. The scope allows for addresses to be added to or removed from the replacement list by the Engineer or Owner throughout project duration.
Bidders must hold a current DAS (Connecticut Department of Administrative Services) contractor pre-qualification certificate for Sewer and Water Lines — a mandatory eligibility gate that filters the bidding pool to vendors already vetted by the state in this trade.
No estimated contract value, contract term, pre-bid or site-visit date, question deadline, or evaluation criteria are specified in the notice.
