About this opportunity

Chautauqua County is requesting bids for leachate line cleaning and sump chamber pumping services at the Chautauqua County Landfill (Jamestown, New York) and closed county landfills, transfer stations, and related facilities, with bids due August 27, 2026 and a contract term of January 1, 2027 through December 31, 2029.

The County is soliciting four separate bid options (PW-2-26, PW-3-26, PW-4-26, PW-5-26) that allow bidders to price routine service (semi-annual cleaning in spring and fall), emergency service (24-hour response capability), or combined routine and emergency service. Two staffing configurations are offered: Option A requires the contractor to provide all personnel, equipment, and materials; Option B provides County-supplied water truck with operator and one laborer, with the contractor supplying all other resources. All work must comply with New York State prevailing wage requirements (PRC# 2026020801), and contractors must submit certified payroll records with each invoice.

Bidders must demonstrate landfill leachate line cleaning experience with three letters of reference and provide a Health and Safety Plan upon award. Required equipment includes high-pressure cleaning equipment with minimum 10,000 psi capacity, a vacuum truck with hydraulic boom, and pipe video inspection equipment capable of observing 6-inch diameter or larger pipes. Pricing must be submitted on the County's form with separate line items for mobilization, pipe cleaning system hours, vacuum cleaning hours, and pipe videoing/inspecting services, broken down by contract year. Hourly rates for labor and equipment remain firm for the contract duration; materials and parts may be adjusted annually by no more than 3% with 30 days' notice. The contract includes a two-year extension option at a 2% rate increase when mutually agreed upon. The County will not reimburse fuel surcharges unless specifically authorized. Contractors must maintain required insurance coverage prior to contract execution. Questions are due August 21, 2026. Bids will be publicly opened at 2:00 p.m. on August 27, 2026, at the Purchasing Office, 454 N. Work Street, Falconer, New York 14733.
