The primary contractor must hold active Florida licenses as both a General Contractor and Roofing Contractor. The contractor must obtain a 20-year manufacturer's material and weather tightness warranty on the roof system, with manufacturer inspection at prescribed intervals.

A 5% local-business preference applies to vendors with home offices in Leon, Gadsden, Wakulla, or Jefferson Counties, with a maximum cost differential of $20,000. No specific MWSBE participation goal is required, though respondents are encouraged to include certified MBE and WBE firms as subcontractors.

Pricing is submitted as a single line item for the complete project. The contract will be awarded to the lowest responsive, responsible bidder. The awarded contractor has five calendar days to acknowledge the purchase order or execute the agreement. Questions are due June 10, 2026 at 4:00 p.m. The bid will be publicly opened June 23, 2026 at 2:00 p.m. The contractor must comply with E-Verify employment eligibility verification, drug-free workplace certification, and equal opportunity commitments, with various supporting certifications and affidavits required.
