About this opportunity

The Board of Public Education for the City of Savannah and the County of Chatham (Savannah-Chatham County Public School System) is requesting proposals for district-wide lawn care and landscape maintenance services under RFP 27-07, with proposals due October 13, 2026 at 11:00 a.m. (ET) and a pre-proposal conference on September 29, 2026 at 10:00 a.m. (EST). The District anticipates awarding up to four contracts from this solicitation. Offerors must register with and comply with the federal E-Verify work authorization program throughout the contract period and ensure all subcontractors performing physical services do the same.

The scope covers eight service zones totaling approximately 1,100 acres across elementary, middle, and high schools and administrative facilities. Services include weekly mowing (April–October) and bi-weekly mowing (November–March), edging, landscape bed maintenance, litter removal, weed control, fertilizing, mulching, pruning, natural area maintenance, quarterly irrigation inspections and repairs, and supply of all labor, equipment, and materials including pine straw mulch at no additional cost. Offerors may propose to serve one or more zones and must clearly identify their target zones.

Minimum qualifications are five continuous years of experience providing similar services, preferably to educational, governmental, or municipal agencies in Georgia's Southeast Region; current state licenses, business licenses, and appropriate insurance. Pricing must remain firm for 90 days after submission and for the initial one-year term, with no price increases, fuel surcharges, or add-on costs. Renewal pricing may increase by no more than 5% for each of two optional one-year renewal terms.

Required certifications include E-Verify affidavits, debarment certification under 2 CFR 180, and federal lobbying disclosure. Written questions and material substitution requests are due October 5, 2026 by 5:00 p.m. (ET). Addendum 1 corrects the pre-proposal conference date; offerors must acknowledge receipt to avoid non-responsive status. A Cone of Silence restricts communications with District personnel except through the Purchasing Department.
