About this opportunity

The New York State Division of Criminal Justice Services (DCJS) is requesting applications from municipal police and sheriff's agencies outside New York City to fund law enforcement technologies under the 2026-2027 LETech Grant Program, with applications due September 2, 2026 by noon EST. Approximately $75 million in capital funding is available statewide. Each eligible agency may submit one application. MWBE participation goals are 25 percent for minority-owned businesses and 5 percent for women-owned businesses.

Eligible applicants are city, town, village, and tribal police departments as well as county sheriff's offices employing sworn officers with police powers within New York State. Agencies must hold a State Financial Services vendor ID and attest compliance with Executive Law Section 170-k regarding local criminal enforcement prioritization and civil immigration enforcement limitations. Individual award ceilings are determined by agency funding eligibility bands based on sworn officer counts.

Fundable technologies include license plate readers, mobile and fixed surveillance cameras, unmanned vehicles, gunshot detection devices, body-worn cameras, crime scene scanners, acoustic detection systems, case management systems, and other emerging law enforcement technologies. Ineligible expenses include vehicles, firearms, tasers, cell phone applications, and construction other than minimal renovation. Applicants must demonstrate that grant funding supplements rather than supplants previously allocated funds and articulate how proposed equipment supports crime prevention and solving, particularly violent crimes by firearms and community-concern crimes such as motor vehicle thefts, while serving as an integrated part of problem-solving and community-engagement strategy.

Awards are one-time, reimbursement-based contracts with a twenty-four-month term, subject to fund availability. Evaluation occurs through three tiers: Tier I assesses completeness and eligibility; Tier II applies a standard rating tool with a maximum score of 100 points, with DCJS potentially applying a minimum score of 75 for funding eligibility; and Tier III determines final award amounts based on strategic priorities and best overall value. Award notifications are anticipated September 30, 2026, with contract start January 1, 2027. Questions are due July 31, 2026, with responses posted on or about August 5, 2026.
