About this opportunity

Lee County Port Authority is requesting bids on comprehensive landscaping services at Page Field Airport in Fort Myers, Florida under RFB 26-0080LB, with bids due July 31, 2026 at 2:00 p.m. and a non-mandatory pre-bid meeting and site visit scheduled for July 10 at 9:00 a.m. The Authority intends to award Primary and Secondary status to two responsive and responsible bidders based on lowest grand total base bid.

Bidders must meet minimum qualifications: active Florida business registration for at least three years, demonstrated experience with similar-scope projects within the past three years, and three years of experience with 2-wire irrigation system installation and repair. All bid pricing must be fixed and firm, inclusive of all charges and materials.

The scope covers six designated service areas totaling approximately 28.5 acres across the airport premises, including the Base Operations Terminal Area, perimeter fence lines, and specialized zones with native and non-native vegetation, irrigation systems, and approximately 873 trees and palms. Work includes mowing (Bahia grass weekly April–October and bi-weekly November–March; Floratam grass weekly year-round), edging, string trimming, weed control, pest and disease management, pruning and palm maintenance, mulch application and replenishment (approximately 28,750 cubic feet of pine bark nuggets applied in December), and irrigation system monitoring and repair with monthly detailed inspections and reporting. Emergency landscaping services require four-hour response time and twenty-four-hour mobilization. Annual soil analysis at the Base Operations area is also required.

The initial contract term is two years with two optional two-year renewal periods, with pricing remaining firm throughout. Insurance requirements include Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Automobile Liability of $2,000,000 combined single limit, Employer's Liability of $1,000,000, and Workers' Compensation at Florida statutory limits; the Lee County Port Authority must be named as additional insured on all policies except workers' compensation. Personnel working in secured or Air Operations Areas must obtain appropriate airport badges and complete mandatory security training. Monthly invoicing with itemized work details, materials, and man-hours is required. Liquidated damages of $500 per day apply for work not completed within the scheduled timeframe or not corrected within seven calendar days of written notice. Questions are due July 17, 2026 at 5:00 p.m.
