About this opportunity

Alameda Municipal Power (AMP), a department of the City of Alameda, is requesting bids for landscape maintenance services at seven designated AMP facilities across Alameda and Oakland, California, with bids due October 2, 2026 at 2:00 p.m. and a mandatory pre-bid conference on September 9, 2026 at 9:00 a.m. at 2000 Grand Street, Alameda. Local business preference is available to qualified Alameda contractors. Attendance at the pre-bid conference is mandatory; failure to attend results in disqualification.

The scope encompasses routine landscape maintenance—edging, weeding, litter and debris removal, mulching, pruning, plant removal and replacement, and grounds clearing—at the AMP Service Center, Central Storage, Warehouse, Jenney Substation, Cartwright Substation, East Transition Station, Tidewater Transition Station in Oakland, and a pathway near Towata Park. Service frequency varies by location, ranging from biweekly visits (26 annually) at the Service Center to quarterly visits (4 annually) at the pathway. Pricing shall be provided on a per-visit basis for scheduled locations and at an hourly rate for as-needed services, with all costs including labor, materials, equipment, and disposal.

Contractors must hold a current California C-27 Landscape Contractor License, State Department of Pesticide Regulation Qualified Applicator's License or Pest Control Adviser registration, Integrated Pest Management (IPM) certifications from recognized programs, California Department of Industrial Relations public-works registration, and a City of Alameda business license. Prevailing wage requirements apply under California Labor Code Section 1720 et seq., monitored by the Department of Industrial Relations. Workers' Compensation coverage with statutory limits, Commercial General Liability with minimum limits of $1 million per occurrence and $2 million aggregate, and Automobile Liability with minimum limits of $1 million per occurrence are required.

The contract term is up to three years, with anticipated work start November 1, 2026. AMP will award to the lowest responsive and responsible bidder. Bidders must submit a Non-Collusion Declaration, Subcontractor List, IPM certificates, Statement of Qualifications, and signed IRS W-9 forms.
