About this opportunity
The Texas Parks and Wildlife Department is requesting bids for refuse and trash collection, removal, and disposal services at Lake Casa Blanca State Park in Laredo under IFB 802-27-76986-R, with bids due September 18, 2026 at 2:00 p.m. Central Time.
The scope includes twice-weekly pickups (Monday through Friday) from 22 four-cubic-yard containers, 5 six-cubic-yard containers, and 4 two-cubic-yard containers. Bidders must quote line items 1 through 3 and are highly encouraged to submit quotes for all line items, including extra pickup trips and optional roll-off containers. All unit prices must include administrative fees, fuel surcharges, delivery, pickup, and disposal costs. The contract price may be adjusted for increases in landfill disposal fees with supporting documentation, with only one increase per 12-month period permitted.
The initial contract term runs October 1, 2026 through September 30, 2028 (24 months), with renewal options for up to two additional one-year periods based on mutual agreement, funds availability, and vendor performance. TPWD reserves the right to extend the contract for up to twelve months if necessary to permit continued service during the transition to a new contract.
Bidders must demonstrate at least three years of experience providing refuse and trash collection services and must complete Company Profile (Exhibit A) and Past Projects with References (Exhibit B) forms. Required insurance includes Workers Compensation, Commercial General Liability with $500,000 bodily injury and property damage per occurrence and $1,000,000 aggregate limit, and Automobile Liability with $500,000 combined single limit, with the State of Texas listed as additional insured.
Award will be made on a best value basis considering lowest price, qualifications and experience, delivery and service schedule, past performance, life cycle costs, and installation costs. A pre-bid site inspection is highly encouraged; contact Park Superintendent Querubin (Kiro) Guerra at 956-286-2835 to arrange. Bids are submitted electronically to Purchasing.BidBox@tpwd.texas.gov or by mail or hand delivery to TPWD Purchasing and Contracting.
