About this opportunity
Sarasota County is requesting bids on laboratory testing services for water, wastewater, stormwater, and solid waste systems under IFB #262894RM, with bids due August 21, 2026 and a mandatory site visit as specified in the solicitation timeline. Local and American business preferences do not apply due to grant funding requirements.
The solicitation is structured in two categories. Category 1 encompasses wastewater permit compliance, drinking water permit compliance, water use permit compliance, and basic water quality testing. Category 2 involves more extensive testing protocols. Both categories include microbiology, inorganics, nutrients, metals analysis, and solid waste permit compliance testing in accordance with Florida Administrative Code chapters and EPA regulations. Sample pickup occurs Monday through Sunday at water reclamation facilities and Monday through Friday at potable water facilities.
Category 1 bidders must demonstrate a minimum of 700 completed tests submitted to FDEP within the preceding twelve months and provide two verifiable references. Category 2 bidders must demonstrate a minimum of 6,000 completed tests submitted to FDEP with two verifiable references and the ability to submit tests in Florida DEP ADaPT electronic format. All bidders must provide proof of required Florida Department of Health Environmental Laboratory Certification Program (ELCP) certifications for all analytes at bid submittal or risk being declared non-responsive.
The County intends to award up to two contracts per category to responsive and responsible bidders submitting the lowest price. Pricing shall include all trip charges, mileage, vehicle charges, travel time, and labor in the analyte test fee, with special sampling charged at an hourly rate excluding courier services. Estimated usage quantities are provided for reference only and are subject to increase or decrease during the contract term. Bidders must complete the Pricing Table and Vendor Questionnaire in the OpenGov Procurement portal at https://procurement.opengov.com/portal/scgov. In the event of a price tie, bidders may apply for drug-free workplace program certification.
