About this opportunity
The Missouri Office of Administration, Division of Purchasing is requesting proposals on behalf of the Department of Natural Resources, Missouri State Highway Patrol, and Missouri Department of Agriculture for laboratory relocation services, with proposals due August 21, 2026 at 2:00 PM Central Time — Amendment No. 01 extended the original deadline from August 11. Mandatory facility tours occurred July 29, 2026 at three locations: DNR-ESP Laboratory at 10:00 AM, MSHP Crime Laboratory at 1:00 PM, and the new laboratory campus (135 North Chestnut Street, Jefferson City, Missouri) at 2:30 PM. A pre-proposal teleconference was held July 29 at 8:30 AM.
The scope encompasses deinstallation, relocation, and reinstallation of specialized analytical laboratory equipment—including gas chromatographs, mass spectrometers, liquid chromatography systems, genetic analyzers, and ICP-MS instruments—plus hazardous chemicals and supplies from three current locations to the new multi-agency campus. The Department of Natural Resources Environmental Services Program relocation will occur in two phases with three steps each to minimize instrument downtime; the MSHP Crime Laboratory and MDA relocations will each be conducted in one phase with three steps. All work is scheduled between November 2026 and January 2027. Preventative maintenance and calibration by preferred service providers (Life Technologies, Hamilton, Qiagen, Agilent, Shimadzu, and others) are required for designated equipment.
Contractors must have five years of professional experience in moving and recalibrating analytical laboratory equipment and one year of hazardous-materials transportation experience compliant with Department of Transportation regulations. The contractor's leadership must include no more than three Project Managers with prior laboratory relocation experience; the working team must include at least three laboratory personnel and at least three hazmat-certified movers. All personnel must pass background checks and comply with E-Verify federal work authorization requirements. General liability insurance of at least $2 million per occurrence, naming the State of Missouri as additional insured, is required prior to performance.
The contract period runs from the effective date through April 30, 2027, with renewal rights for two additional one-year periods reserved by the Division of Purchasing. Pricing shall be firm and fixed per Exhibit C, with separate guaranteed not-to-exceed prices for each agency's equipment relocation and firm fixed hourly rates for additional chemicals, supplies, or equipment not listed in the attachments. The contract may involve federal funds requiring compliance with OMB 2 CFR Part 200, federal nondiscrimination requirements, the Byrd Anti-Lobbying Amendment, Drug Free Workplace Act, and other federal provisions outlined in Attachment 5. Contractor liability is limited to 150 percent of the yearly contract price, except for equipment damage replacement costs, third-party bodily injury claims (capped at $1 million per occurrence and $3 million aggregate), and confidentiality breaches (capped at $5 million aggregate unless intentional or fraudulent).
