About this opportunity

The State of Missouri Division of Purchasing is requesting proposals for laboratory relocation services on behalf of the Department of Natural Resources, Missouri State Highway Patrol, and Missouri Department of Agriculture, with proposals due August 11, 2026, at 2:00 p.m. Central Time through MissouriBUYS. Mandatory facility tours are scheduled for July 29, 2026, at three locations (DNR-ESP Laboratory at 10:00 a.m., MSHP Crime Laboratory at 1:00 p.m., and the new campus at 2:30 p.m.), with a pre-proposal teleconference also on July 29 at 8:30 a.m.

The scope encompasses relocation of analytical laboratory equipment, instruments, and hazardous chemicals from three current facilities to a new multi-agency laboratory campus at 135 North Chestnut Street in Jefferson City. The DNR relocation occurs in two phases with three steps each; MSHP and MDA relocations each occur in one phase with three steps. The DNR inventory includes over 100 analytical instruments (gas chromatographs, mass spectrometers, ICP-MS systems, HPLC instruments, and supporting infrastructure) plus over 80 hazardous chemicals and reagents. The MSHP inventory comprises 114 pieces of forensic laboratory equipment (thermal cyclers, genetic analyzers, gas chromatography systems, mass spectrometers, biosafety cabinets, microscopes, freezers) spanning DNA analysis, toxicology, drug chemistry, firearms, fingerprint, trace evidence, and photography disciplines, along with approximately 1,500 chemical items and reagents. The MDA inventory includes laboratory equipment (cycle machines, incubators, centrifuges, hood systems, refrigeration), approximately 16 pallets of tags and forms, roughly 10 pallets of USDA and laboratory supplies, and office equipment.

The contractor must demonstrate minimum qualifications: five years of professional experience moving, recalibrating, and installing analytical laboratory equipment and one year moving chemicals under Department of Transportation hazardous materials regulations. A leadership team of up to three project managers with laboratory relocation experience, a working team of at least three laboratory personnel with relocation experience, and at least three hazmat-trained movers are required. The contract period runs from award through April 30, 2027, with renewal options for two additional one-year periods. Pricing is firm and fixed; the contractor bears all costs including background checks, insurance (minimum $2,000,000 per occurrence for general and automobile liability), and personnel qualifications. Contractors with 50 or more employees must maintain written affirmative action programs. The contract is funded in part with federal funds and subject to federal compliance requirements including OMB Uniform Administrative Requirements, drug-free workplace certification, and comprehensive civil rights statutes.
