About this opportunity
The Oregon Department of Transportation is requesting bids for the La Grande Region 5 Headquarters attic ventilation system installation under ITB, with bids due August 18, 2026 and a mandatory pre-bid conference on August 10, 2026 at 10:00 a.m. Pacific at ODOT Region 5 Headquarters, 3012 Island Ave, La Grande, Oregon. Attendance at the pre-bid conference is required for bid responsiveness. All bidders must hold an Oregon State Construction Contractors Board license prior to bidding, and a Public Works bond must be filed with the CCB before work commences. Prevailing wage requirements established by the Oregon Bureau of Labor and Industries for Union, BOLI Region 13 (effective July 5, 2026) apply.
The scope encompasses supplying fresh air to 12 attic zones in the 25,000 square-foot attic space through roof-mounted solar exhaust fans with integral curbs, roof repair, supply air grilles, louvers, and ductwork. The project requires compliance with SMACNA duct-construction standards and ASHRAE standards for airstream surfaces. Materials include self-adhering sheet waterproofing, asphalt shingles, perforated aluminum soffit panels (minimum 12% clear perforation area), and F-Wave Revia synthetic roofing shingles matching existing shingles. Contractors must provide one set of full-size and one set of reduced half-size drawings with specifications, maintained on-site throughout construction. Construction hours are limited to 6:00 a.m. to 5:00 p.m. Monday through Friday, excluding weekends and state holidays unless approved by the Construction Project Manager, Travis Duby.
Substantial completion is required by May 15, 2027, with final completion by May 31, 2027. The estimated project cost for bonding purposes ranges from $0 to $100,000. Bid security must equal 10% of the total bid amount. ODOT will not withhold retainage. Award will be made to the responsible bidder submitting the lowest responsive bid. Reciprocal preference applies to non-resident bidders per Oregon Administrative Rule. Liquidated damages apply for failure to meet the substantial completion date. Bids must be submitted electronically through the OregonBuys system.
