About this opportunity

The Louisiana Department of Transportation and Development is soliciting electronic bids for pavement patching, thin asphalt concrete, rejuvenating scrub seal, and related work on Route LA 88 from Labit Road to Route LA 182 (State Project No. H.016290), with bids due August 12, 2026 at 10:00 a.m. The work spans 2.747 miles of non-NHS route in Iberia Parish and crosses into Jefferson Parish and New Orleans City jurisdictions.

Contractors must hold Louisiana licensing under LA R.S. 37:2150-2165 for Highway, Street, and Bridge Construction classification. The estimated contract value ranges from $500,000 to $1,000,000. Electronic bid submission through www.bidx.com is mandatory; bidders must complete online registration prior to the submission deadline and no bids are accepted after 10:00 a.m. Bid opening occurs at LA DOTD Headquarters Building in Baton Rouge.

Work includes maintenance of traffic during sugar cane hauling season (October 1 through January 31), with lane closure restrictions during peak traffic hours (6:30–8:30 a.m. and 3:30–7:15 p.m. Monday–Friday) and specified holidays. Contractors must maintain temporary pedestrian facilities including curb ramp devices, audible direction devices, and channelizing devices compliant with ADA standards and MUTCD traffic control standards. Environmental compliance requires LPDES permits and Stormwater Pollution Prevention Plans (SWPPP).

Insurance requirements include Workers Compensation, Commercial General Liability, Owner's and Contractor's Protective insurance, and Business Automobile Liability with minimum limits determined by contract value. Railroad protective liability insurance for Burlington Northern Santa Fe and Amtrak is required at one percent of project cost with no direct payment. The contract includes payment adjustments for Performance Graded asphalt cements, gasoline, diesel fuel, and steel when costs vary more than 5 percent from established base prices. Reimbursement for stockpiled materials is capped at 85 percent of contract price, conditioned on certified invoices within 30 calendar days. Project Engineer Daniel Miller (337-373-0052) and Project Manager Kyle East are primary contacts.
