About this opportunity
The Kentucky Department of Criminal Justice Training (DOCJT) is requesting proposals for mental health professional counseling services under RFP 525 2700000027, with proposals due September 23, 2026 at 3:00 PM EST and written questions due by September 9, 2026.
DOCJT seeks to contract with up to four licensed mental health professionals to deliver trauma-informed counseling through the Kentucky Post-Critical Incident Seminar (KYPCIS) program. Mandatory qualifications include a higher education degree in mental health or a related field; minimum two years' experience with law enforcement or military populations; minimum two years' trauma experience in a licensed mental health capacity; current EMDR training certification; and active licensure as an LPCC, LCSW, LMFT, or Clinical Psychologist — or working under a cooperative agreement with a licensed professional eligible to obtain licensure within one year. All offerors must verify volunteer participation in a minimum of two KYPCIS seminars prior to proposal submission.
Seminars are conducted primarily in Lexington and Bowling Green, Kentucky, with up to twelve seminars offered annually during August, September, October, December, January, March, May, and June. Contractors deliver a four-day seminar commitment (minimum 8 hours per day) including individual therapy, mental health assessments, crisis intervention, and EMDR therapy, plus attendance at a pre-seminar team meeting. Contractors are compensated only if selected to participate in a seminar; award does not guarantee participation.
Pricing shall not exceed $4,000 per seminar inclusive of contractor transportation, meals not provided by DOCJT, lodging not provided by DOCJT, and incidental expenses. DOCJT provides specified meals and lodging for three to four days. The initial contract term runs October 1, 2026, through June 30, 2028, with renewal options for up to two additional two-year periods subject to Finance and Administration Cabinet approval and Legislative Research Commission review.
Evaluation allocates 600 points for technical proposals, 300 points for cost proposals, and up to 200 points for oral presentations if required (maximum 1,100 points possible). Contractors must carry Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit if applicable), and Professional Liability Insurance ($1,000,000 per claim). All contractors must pass a DOCJT compliance background check prior to contract award. Proposals must be submitted electronically through the Kentucky Vendor Self Service System as three separate sealed documents: Technical, Cost, and Proprietary Information.
