About this opportunity

The City of Lakeland, Florida Public Works Facilities Maintenance Division is requesting proposals for kitchen renovations at Fire Station 4 under RFP 2026-RFP-087, with proposals due September 2, 2026, and a mandatory pre-proposal meeting on August 18, 2026. Bidders must hold Florida State Certification as a Licensed General Contractor (CGC) or Building Contractor (CBC) — the controlling eligibility requirement. A local-vendor preference under Ordinance No. 5912 applies to vendors submitting valid local business tax receipts.

The scope encompasses complete kitchen renovations including removal of approximately 400–500 square feet of wallboard containing 2% chrysotile asbestos, with joint compound, tape, and associated fasteners managed as Category II nonfriable ACM that becomes friable during removal. All work must comply with Florida Chapter 62257 and NESHAP (National Emission Standards for Hazardous Air Pollutants) requirements. The fire station is located at 215 N. Brunnell Parkway, Lakeland.

Responses must include bid and public construction bonds (5% of proposal price and full contract price respectively upon award) and proof of current insurance: Commercial General Liability ($1 million single limit), Business Automobile Liability ($1 million single limit), Workers' Compensation, and Builder's Risk or Installation Floater at replacement cost value. Evaluation occurs on a 100-point basis with four equally weighted criteria (25 points each): company experience with similar public-sector construction, personnel qualifications and experience, fee-proposal completeness and competitiveness using AIA Form G703 Schedule of Values, and proposed project schedule with realistic phasing and duration. Contractors must submit drug-free workplace certification, suspension and debarment certification, human trafficking affidavit, e-verify certification, and conflict of interest statements. Written questions are due August 24, 2026. Award is anticipated within 90 days of proposal opening, with project start targeted for September 1, 2026.
