About this opportunity
The Commonwealth of Virginia Department of Corrections is soliciting bids for monthly kitchen grease trap pumping, hauling, and disposal services at Pocahontas State Correctional Center under a Quick Quote vehicle, with bids due October 5, 2026, and an optional pre-bid conference on September 22. This solicitation is set-aside for DSBSD-certified small businesses.
The scope covers monthly pumping and proper disposal of kitchen waste from a 2,500-gallon grease trap, with services performed Monday through Friday between 7:00 a.m. and 9:00 a.m. on an as-needed basis within 24 to 48 hours of notification. Bidders must submit unit pricing per gallon for 2,500 gallons per month. Vendors must hold current permits from the county health department authorizing hauling of sludge, septic tank waste, and grease, and must provide a letter from a licensed receiver confirming acceptance of the kitchen waste. All contractors must comply with Department of Corrections security regulations, submit to background investigations (cost $50–$90 per employee), complete pre-employment drug screening, and maintain comprehensive insurance including workers' compensation and $1 million in commercial general liability. Contractors are solely responsible for spill cleanup and disposal costs.
The contract term is one year from December 1, 2026, through November 30, 2027, with four optional one-year renewals. Payment is made monthly in arrears following invoice submission for the previous month's services. Attendance at the pre-bid conference is mandatory for bid acceptance, with limited exceptions for vendors who have previously provided quotes; pre-registration is required by noon on September 21. eVA vendor transaction fees are capped at $500 for certified small businesses and $1,500 for other businesses. Bids must be submitted electronically through eVA or by fax, email, or mail to Melody Hale, Western Regional Office, by 1:00 p.m. on October 5.
