About this opportunity
Sacramento County is requesting bids for the Kiefer Boulevard Shoulder Widening project (Contract 41017) with bids due September 17, 2026 at 2:00 p.m., and a non-mandatory pre-bid meeting scheduled for August 27, 2026 at 10:00 a.m. at Kiefer Landfill. A General Engineering Contractor license with Class A classification is required. Prevailing wage requirements apply under California Labor Code sections 1720 and 1771.5.
The scope encompasses construction of a 14-foot-wide aggregate base shoulder along the southern side of Kiefer Boulevard near the Kiefer Landfill entrance, extending approximately 600 linear feet. Work includes excavation, grading, placement of Class 2 aggregate base material (638 tons), relocation of existing road signs, installation of 630 square yards of woven geotextile, mobilization and demobilization, layout and surveys, clearing and grubbing, staging and traffic control, and water pollution control program preparation and implementation. The typical section specifies 6 inches of compacted subgrade at 95 percent maximum dry density per ASTM D1557, overlaid with 18 inches maximum of Class 2 aggregate base at 95 percent compaction. The contractor must maintain at least one lane in each direction on Kiefer Boulevard unless prior written approval is obtained from the Engineer. Work must be completed within 30 working days from receipt of the executed contract, with liquidated damages of $1,000 per calendar day for delay.
The estimated construction cost is $205,000. Contractors and all listed subcontractors must be registered with the California Department of Industrial Relations prior to award. Bid security equal to 10 percent of the aggregate bid amount is required, and the successful bidder must provide Material, Labor, and Performance Bonds each for 100 percent of the contract price. Vehicles with gross vehicle weight rating greater than 8,500 pounds are subject to California Air Resources Board Advanced Clean Fleets regulations; the apparent low bidder must submit Certificates of Reported Compliance or applicable exemption documentation by 4:00 p.m. on the Monday following bid opening. Questions are due September 4, 2026 at 5:00 p.m. Bids are submitted electronically through the Sacramento County Electronic Bidding Portal with automatic opening at 2:01 p.m. on bid date. Award is based on base bid only, with no consideration of additive or deductive items. Level D personal protective equipment is required at the pre-bid meeting.
