About this opportunity

The City of Columbus, Ohio is requesting quotations for a Universal Term Contract to supply Kennedy fire hydrants and fire hydrant parts for water-line and fire-hydrant maintenance throughout the city, with proposals due August 13, 2026 and specification questions due July 30, 2026.

The scope covers 30 line items across three Kennedy product categories: K11 Parts (items 1–15), K10B Parts (items 16–18), and Kennedy 1280 Parts (items 19–30), with estimated annual quantities ranging from 10 to 400 units per item. All parts must be new, unused, current-model equipment manufactured by the original manufacturer and compliant with ASTM and AWWA specifications and the City of Columbus Construction and Materials Specifications and Division of Water Approved Materials List. All wetted brass parts must be manufactured from no-lead brass per EPA requirements. Bidders must demonstrate five years of experience providing similar materials and warranty service and provide documented references from at least four customers with similar scope, complexity, and cost. Warranty service must be provided by a franchised OEM dealer, with defects corrected and equipment returned within ten days of notification at no cost to the City, and no equipment out-of-service exceeding ninety days. Bidders must specify delivery lead times in calendar days, which may factor into award determination.

Pricing must be quoted as firm, fixed prices FOB destination with freight prepaid and allowed to any City of Columbus facility. The City estimates annual spending of approximately $450,000 but makes no guarantee of minimum purchases and reserves the right to purchase up to twice the estimated quantity. No price adjustments are permitted during the first six months; thereafter, no more than two increases per year are allowed, capped at 15 percent cumulative over the contract term. The City may cancel with 30 days' written notice if cumulative price increases exceed 15 percent.

The contract runs through July 31, 2029, with an option for one additional year extension at the same pricing and escalator terms upon mutual agreement. Successful bidders must also supply items to the Central Ohio Organization of Public Purchasers (COOPP) under identical terms and conditions. Specification question responses will be posted by August 6, 2026 at 4:00 p.m.
