About this opportunity
The Virginia Department of General Services, on behalf of Henrico County and Salem City, is soliciting one-time bids for bottled dish detergent in 3-ounce containers, with bids due June 17, 2026. Award priority applies to DSBSD-certified micro businesses (if bid does not exceed $10,000) and small businesses including women-owned and minority-owned entities (if bid does not exceed $100,000); otherwise award is made to the lowest responsive and responsible bidder of any size.
Bidders must provide firm unit prices on official state forms through eVA, the Commonwealth's electronic procurement portal, and identify the manufacturer and manufacturer part number for each item. All products must meet or exceed specifications, be commercially available, of institutional quality or better, and not more than 12 months old at delivery. Products must arrive whole and properly palletized on 48" x 40" 4-way entry hardwood pallets with clear shrink-wrap only; gross pallet weight cannot exceed 2,600 pounds and height cannot exceed 54 inches unless otherwise specified.
Delivery is F.O.B. to the Virginia Distribution Center in Sandston, Virginia 23150, with motor freight deliveries accepted by appointment only between 7:15 a.m. and 3:00 p.m., Monday through Friday, excluding Commonwealth holidays and scheduled inventory closings. Vendors must retain all books, records, and documents relative to the contract for five years after final payment or until audited by the Commonwealth, whichever occurs sooner.
All vendors must register with eVA and comply with Virginia's Vendors Manual, applicable federal and state laws, anti-discrimination clauses, ethics in public contracting, immigration reform compliance, drug-free workplace requirements, and insurance minimums. Transaction fees of 1% (capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses) are assessed per purchase order issued. Bidders may submit "All or None" bids individually or in groupings. The Commonwealth reserves the right to conduct inspections, reject nonresponsive bids, and terminate contracts for default or breach.
