About this opportunity
The Commonwealth of Virginia's Department of General Services, through the Virginia Distribution Center (VDC), is soliciting one-time bids for canned crushed tomatoes with bids due June 24, 2026. DSBSD-certified micro businesses (bids up to $10,000) and DSBSD-certified small businesses (bids not exceeding $100,000) receive set-aside award priority; other vendors compete for residual quantity. No USDA grading is required.
All products must be institutional quality or better, whole-some, and no more than 12 months old at delivery. For products with a shelf life of 12 months or less, at least 90 days of remaining shelf life and no more than 60 days of age from manufacture date are required. Specifications and pack dates will be closely evaluated during award. Bidders must submit firm unit prices F.O.B. delivered with freight prepaid to the Virginia Distribution Center in Sandston, Virginia 23150. Delivery shall occur by appointment only during approved receiving hours (7:15 a.m. to 3:00 p.m., Monday through Friday, excluding Commonwealth holidays and scheduled closings). Bidders must state the number of calendar days required for delivery after receipt of order.
All bids must be submitted electronically through eVA (www.eva.virginia.gov). Products must be delivered on 48" x 40" four-way hardwood pallets, properly stacked and stretch-wrapped in clear wrap only, with pallet gross weight not exceeding 2,600 pounds and height not exceeding 54 inches. Vendors guarantee canned goods free from swells and latent defects for six months after delivery and must replace unacceptable product at no additional cost.
Prompt-payment discounts of 20 calendar days or longer will be factored into net low-bid evaluation; discounts exceeding 3% will not be considered in the award decision but will be honored if payment occurs within the specified timeframe. Award shall be made to the lowest responsive and responsible bidder deemed fair and reasonable. Vendor transaction fees are assessed at one percent of order value, capped at $500 for DSBSD-certified small businesses and $1,500 for others. Contracts over $10,000 require compliance with anti-discrimination, immigration reform, drug-free workplace, and ethics certifications.
