About this opportunity
The Virginia Distribution Center is requesting a one-time bid for beverage containers (hot or cold) with proposals due June 25, 2026. A Quick Quote Evaluation process is available for awarded bids through eVA.
DSBSD-certified micro businesses have preference for bids not exceeding $10,000, and DSBSD-certified small businesses have preference for bids not exceeding $100,000, provided the agency determines prices are fair and reasonable. All bids must be submitted electronically through eVA; alternative submission methods are not accepted.
The scope covers beverage containers meeting or exceeding USDA standards, FDA requirements, and commercial quality standards. Bidders must identify the manufacturer and manufacturer part number for each item. Products must be wholesome, commercially available, of institutional quality or better, recently produced, and not more than 12 months old at delivery.
Delivery is to the VDC facility in Sandston, Virginia, with receiving hours restricted to 7:15 a.m. to 3:00 p.m., Monday through Friday, excluding Commonwealth holidays and scheduled inventory closings. Deliveries must be scheduled by appointment. All items are quoted as firm unit prices on an F.O.B. delivered basis with full freight included. Products must arrive on standard 48" x 40" four-way entry hardwood pallets, properly stacked and completely wrapped in clear stretch wrap, with pallet gross weight not exceeding 2,600 pounds and height not exceeding 54 inches unless otherwise specified.
Contracts exceeding $10,000 require immigration verification. All contractors must register with eVA and pay transaction fees (1 percent capped at $500 for DSBSD-certified small businesses, $1,500 for others per purchase order). Any defective, damaged, contaminated, or unsuitable products must be replaced at no additional cost to the Commonwealth. Contractors must retain all books, records, and documents for five years after final payment or until audited by the Commonwealth.
