About this opportunity

The Kentucky Department of Fish and Wildlife Resources (KDFWR) is requesting proposals for legal services related to real property under RFP 660 2700000025, with proposals due September 18, 2026 at 12:00 PM Eastern Time. The KDFWR intends to select multiple qualified attorneys on an as-needed basis rather than a single incumbent.

Attorneys must be properly licensed to practice law in Kentucky and in good standing with the Kentucky Bar Association. They must maintain professional liability insurance with a minimum of $1,000,000 per claim, commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and be authorized agents of title insurance companies authorized to do business in Kentucky. Campaign finance compliance, resident bidder status, or qualified bidder status affidavits may be required and must be notarized; each affidavit is effective for one year from execution.

The scope includes title work, real estate closings, drafting real estate instruments, issuing title insurance policies on behalf of licensed title insurance companies, and other real property-related legal services. Compensation follows GCRC Policy 99-1 with not-to-exceed hourly rates of $125 per hour for partners and $100 per hour for associates. Appellate cases are capped at $125 per hour with a $20,000 maximum per case without prior approval. Fixed fees for title work projects will be determined individually at time of assignment. Pricing is not evaluated during proposal scoring.

The initial contract term runs October 1, 2026 through June 30, 2028, with the KDFWR retaining the right to renew for up to two additional two-year periods subject to Commissioner approval and Legislative Research Commission Government Contract Review Committee filing.

Evaluation is based entirely on technical criteria totaling 800 points, with oral presentations worth up to 100 additional points for a maximum of 900 points. Written questions are due August 28, 2026, with KDFWR responses anticipated by September 4, 2026. Proposals must be submitted electronically through the Kentucky Vendor Self Service System.
