About this opportunity
The IOLA Fund is requesting proposals for grant funding to develop and implement a governance structure for the Justice Infrastructure Project, with applications due July 30, 2026. One nonprofit organization will be selected to facilitate long-term collaboration among the legal services community across New York State to enable fair and equitable use and maintenance of shared civil legal services tools.
The scope encompasses designing and executing a governance structure that engages all current IOLA grantees—including the Training Center, Comprehensive & Dynamic Legal Services Directory, and the Statewide Knowledge Platform—to build consensus on optimal use and impact of these resources. The grant recipient must actively facilitate the legal services community and may establish or leverage existing partnership arrangements, with grant funds permissible for partner compensation.
The award is a Simplified Renewal Agreement structured as a one-year initial period of up to $250,000 with three optional one-year renewals of up to $250,000 each, for a total potential value of $1 million if all renewals are exercised. Funding is contingent on available IOLA resources, the State of New York Contract for Grants, and IOLA's appropriation under the NYS Budget.
Applications and instructions are available on IOLA's website (www.iola.org) or through the Statewide Financial System (Event ID: IOL-GOV27).
Opportunity text
IOLA seeks to fund the development of an inclusive, collaborative Governance Structure for its Justice Infrastructure Project. The Justice Infrastructure Project's vision includes the legal services community owning, maintaining, and governing the resulting tools and improvements developed for the civil legal justice ecosystem. This foundation of collaboration requires long-term facilitation of the legal services community to build consensus for optimal use and impact of the tools and other resources developed to make legal services more efficient and effective in New York. IOLA has incorporated the findings and recommendations derived from the stakeholder engagements and Consulting Groups into this Request for Proposals (RFP). The IOLA Fund will award one grant to a nonprofit organization to develop and implement a governance structure to enable the legal service community to collaborate on the fair and equitable use and maintenance of shared tools for civil legal services providers across New York State, including all current IOLA grantees, which would include the Training Center, Comprehensive & Dynamic Legal Services Directory, and the Statewide Knowledge Platform. The grant recipient must actively engage the legal services community in this project and may have existing or planned partnership arrangements. Grant funds may be used to compensate such partners. The IOLA Fund plans to award one Simplified Renewal Agreement which includes a one-year initial period for up to $250,000 and three one-year optional renewals for up to $250,000 for a total amount of $1,000,000, if the options are exercised. Awards are subject to available IOLA funding, the State of New York Contract for Grants, and the IOLA Fund's appropriation under the NYS Budget. Application and instructions can be found on IOLA's website (www.iola.org) or in the Statewide Financial System (Event ID: IOL-GOV27).
