About this opportunity
The Metropolitan Water District of Southern California is soliciting sealed bids for fuel dispenser system improvements at the Julian Hinds Pumping Plant in Riverside County, with bids due August 12, 2026 at 2:00 p.m. and mandatory pre-bid conference and project tour on July 20, 2026 at 9:00 a.m. A minimum 25% Small Business Enterprise and Disabled Veteran Business Enterprise (SBE/DVBE) participation requirement applies; bids failing to meet this threshold will be rejected.
The scope includes installation of fuel pumps, dispensers, leak detectors, vapor recovery systems, electrical conduits and wires, and abatement of asbestos- and lead-containing materials. Bidders must hold a California contractor license classified as "A" or "C-61/D-40" at time of bid submission. The entity performing asbestos abatement must be either the prime contractor with ASB certification or a subcontractor with a C-22 license or equivalent with ASB certification. The installer of the Metropolitan-furnished Gasboy AtlasX fuel dispenser must possess Gasboy Atlas Dispenser Training Certification, with proof required at bid time. All bidders and subcontractors must be registered with the Department of Industrial Relations and qualified to perform public work under Labor Code Section 1725.5; prevailing wage requirements apply.
The estimated total construction cost ranges from $420,000 to $530,000. Successful bidder must furnish performance and labor and material payment bonds; each bid must be accompanied by a certified or cashier's check or surety bond as guarantee of contract execution. Sealed bids are submitted electronically through the Metropolitan's portal at https://pbsystem.planetbids.com/portal/16151/bo/bo-search. Bid documents are available for free download from the same portal. Firms with business relationships—partnerships, affiliations, or subsidiaries—with Tetra Tech, Inc., the project designer, are prohibited from bidding due to conflict of interest.
