About this opportunity

Harris County Municipal Utility District No. 478 is requesting sealed electronic bids for landscape construction services on the Jubilee Section 18 project in Hockley, Texas, with bids due September 18, 2026 at 10:00 a.m. Local Time via Civcast, and a non-mandatory pre-bid conference scheduled for September 4, 2026 at 10:30 a.m. Local Time via Zoom.

The scope includes trails and pavements, site furnishings and amenities, grading, sprinkler irrigation systems, planting, grassing, and three months of landscape maintenance. The contractor must achieve Substantial Completion within a specified number of calendar days after Notice to Proceed and Final Completion within 30 calendar days thereafter. Each bid must include a bid bond or certified/cashier's check equal to two percent of the total bid amount. The successful bidder must furnish performance and payment bonds each equal to 100 percent of the contract price and a two-year maintenance bond for 50 percent of the construction cost. All surety companies must hold a minimum Best Key Rating of "B+" or better and be authorized to issue bonds in Texas. No liquidated damages are assessed for failure to meet the contract deadline.

The District is exempt from Texas sales and use taxes as a political subdivision, and contractors must pass cost savings from this exemption to the Owner. Bidders must submit a completed Texas Ethics Commission Form 1295 with their bid as a contract-award requirement. The District will award the contract to the responsible bidder whose evaluation indicates the award will be most advantageous to the District.
