About this opportunity
The Jacksonville Sheriff's Office is seeking to purchase one TruePort walk-through weapons screening system and one TrueScan baggage X-ray machine for delivery to 500 East Adams Street in Jacksonville, Florida, with proposals due August 19, 2026 at 4:00 p.m. This is a single-source procurement—no competitive alternatives are being solicited.
The procurement is classified under NIGP Category 680.02 for Access Control Systems and Security Systems. The TruePort system provides AI-empowered multi-sensor threat detection designed to identify both metallic and non-metallic threats through shape, material, and pattern analysis. The TrueScan system uses AI-driven dual-energy imaging with seven-color technology to enhance detection accuracy and reduce false positives. Both systems are specified to integrate seamlessly with existing JSO security infrastructure. The sole-source justification states that Xonar Technology Inc. systems are the only commercially available integrated solutions meeting the courthouse's operational, technical, and security requirements without significant additional cost, time, or risk.
The lease structure is $19,200 annually per TruePort unit plus $3,500 annually for AI model updates, and $7,800 annually per TrueScan unit plus $2,800 annually for AI model updates, on a two-year lease term. Installation, setup, and training costs are $1,500. All lease payments are billed annually in advance, with maintenance and equipment repair included. The agreement includes a two-year initial term with options for successive one-year renewals at fixed pricing rates for the first two renewal terms. Equipment ownership and title remain with Xonar Technology Inc. throughout. Payment terms require invoices to be paid within 45 days under Florida's Prompt Payment Act. Shipping, handling, and applicable sales taxes are the customer's responsibility.
Contact buyer Pearl Mitchell at pearlm@coj.net for inquiries. Protest procedures filed within ten business days after posting address specification and requirement challenges; award protests must be filed within forty-eight hours of posting.
