About this opportunity
Jacksonville Sheriff's Office is procuring eight IDENT 2.0 mobile fingerprint scanning devices through single-source procurement, with proposals due September 2, 2026. This is a non-competitive procurement — the sole-source justification rests on the proprietary nature of the IDENT hardware, software, and system design, with Idemia Identity & Security USA LLC established as the only authorized provider of maintenance and support services.
The scope comprises eight IDENT 2.0 devices equipped with FBI-certified FAP 30 single-finger scanners, Mobile Connection Windows software, USB data cables, quick start guides, and three years of warranty (Year 1 included; Years 2 and 3 included in base price). Each device features a 3.5-inch touchscreen, rear-facing camera for facial image capture, and Bluetooth or USB connectivity. Extended warranty is available for Years 4 and 5 at $750 per device annually. Eight black device sleeves are also included. Devices are Android-based handhelds designed for law enforcement officers to capture and submit fingerprints for real-time identification through state and local criminal databases with no recurring cellular subscription costs.
The total purchase price is $24,000 ($3,000 per unit), with freight included and delivery 30+ days after order receipt. The pricing quote is valid through September 30, 2026. Place of performance is 501 East Bay Street, Jacksonville, Florida 32202. Idemia manufactures and integrates equipment at 10250 Valley View Road, Eden Prairie, Minnesota.
JSO is responsible for end-user training, workstation provisioning, network connectivity, software installation, device pairing, FDLE RapidID registration, virtual environment infrastructure, and system testing. Workstations require minimum Bluetooth 2.0 or USB 2.0 connectivity and network access to the Florida State network for HTTPS data protocols. JSO must have established interagency agreements with the Florida Department of Law Enforcement and applicable AFIS systems. Payment is due within 20 days of invoice. Buyer contact is Pearl Mitchell (pearlm@coj.net).
