About this opportunity
Palm Beach County Board of County Commissioners, Facilities Development & Operations Department is requesting sealed quotes and bids for lighting and electrical upgrades at the JPP Golf Learning Center Driving Range, with bids due October 1, 2026 at 2:00 p.m. and a mandatory pre-bid meeting on September 2, 2026 at 10:00 a.m. at the project site. The work falls under Palm Beach County's Annual Contract—Electrical Services and is subject to the Small Business Enterprise (SBE) price preference provision for single trade construction, whereby a certified SBE bidder may be awarded the contract if its bid is within 10% of the lowest non-SBE bid.
The scope includes furnishing all labor, equipment, materials, permits, and professional services necessary to perform lighting and electrical upgrades at 4754 S. Congress Ave., Lake Worth Beach, Florida. The contractor must substantially complete the work within 180 calendar days from the Notice to Proceed, performing during business hours (7:00 a.m. to 5:00 p.m., Monday through Friday). Liquidated damages of $120 per day accrue for failure to meet the substantial-completion deadline.
Bid security of at least 5% of the bid price is required for bids of $200,000 or greater, along with a public construction bond equal to 100% of the work order. Contractors must be qualified under the Annual Contract—Electrical Services, with qualification applications due at least 10 days before the bid due date. Submission of a Human Trafficking Affidavit, a Diversity, Equity, and Inclusion Material Certification, and compliance with ADA digital accessibility standards are mandatory. The SBD Program requires submission of SBD Schedules 1 and 2 documenting subcontractor and small business participation. Florida International Consulting Engineers Design, Inc. serves as Architect/Engineer of Record. Qualification applications, the Invitation for Quote/Bid, and conditions are available through the County's online Vendor Self-Service system or by contacting FDO-CID-Bids@pbc.gov or (561) 233-0261. Confidential building plans and drawings are available only through direct contact with the Facilities Development and Operations Department.
