About this opportunity

The City of Hollywood, Florida is requesting bids for the Johnson Street Bridge Replacement and Utility Relocation Project under IFB-380-26-SA, with bids due August 20, 2026 at 3:00 p.m. EST and an optional virtual pre-bid meeting on July 30, 2026 at 3:00 p.m. EST. The City seeks experienced Florida-based heavy civil and bridge contractors with demonstrated success on bridge replacements, urban utility relocations, and work over waterways — a capability filter that excludes out-of-state and limited-experience bidders.

The project replaces an aging bridge over the C-10 Canal at Johnson Street (between 3051 and 3081 Johnson Street) with a modern structure serving vehicles, pedestrians, and cyclists. The scope includes relocation and protection of City-owned water and wastewater utilities currently conflicting with the proposed bridge footprint. Construction occurs in a constrained urban corridor with active traffic and adjacent waterways, requiring effective maintenance of traffic, environmental controls, and phased construction sequencing. The City intends to award a single construction contract combining bridge replacement and utility relocations to minimize service interruptions and reduce schedule and interface risk.

The project is partially funded through a Florida Department of Transportation State-Funded Grant Agreement (FPN 453172-1-54-01) and the Broward County Transportation Surtax Municipal Match Program (GMHOLL-005). All work is subject to applicable federal, state, county, and local laws, including grant funding requirements.

The City administers the solicitation through the OpenGov e-Procurement Portal at https://procurement.opengov.com/portal/hollywoodfl, including addenda, pre-bid meeting, and posting of results. Procurement inquiries should be directed to Jean Joinville, Procurement Manager, at jjoinville@hollywoodfl.org or City of Hollywood, P.O. Box 229045, Hollywood, FL 33022-9045.

Notice is hereby given that the City of Hollywood has issued an Invitation for Bid solicitation (IFB-380-26-SA) for the replacement of the Johnson Street Bridge and Relocation of impacted Public Utilities. Qualified bids are due by 3:00 pm (EST) on August 20th, 2026. An optional virtual Pre-Bid meeting will be held on July 30th 2026 at 3 pm (EST). The City of Hollywood uses OpenGov, the e-Procurement Portal (Portal) (https://procurement.opengov.com/portal/hollywoodfl) to administer the competitive solicitation process, including but not limited to soliciting proposals, pre-bid meeting, issuing addenda, posting results and issuing notification of an intended decision. The Johnson Street Bridge Replacement Project is located between 3051 and 3081 Johnson Street, within the City of Hollywood, Florida. The project will replace the existing aging bridge over the C-10 Canal with a modern structure that improves safety, reliability, and long-term resiliency for vehicles, pedestrians, and cyclists. The project is near construction readiness following completion of regulatory coordination, and risk-reduction efforts. Construction will be performed in a constrained urban corridor with active traffic and adjacent waterways, requiring effective maintenance of traffic, environmental controls, and phased construction sequencing. A key element of the project is the relocation and protection of City-owned water and wastewater utilities that currently conflict with the proposed bridge footprint. The City intends to deliver the bridge replacement and utility relocations under a single construction contract, allowing the selected contractor to manage means and methods, minimize service interruptions, and reduce schedule and interface risk between structural and utility work. The City is seeking experienced Florida-based heavy civil and bridge contractors with demonstrated success on bridge replacements, urban utility relocations, and work over waterways. Vendors with strong coordination practices, a proactive approach to constructability, and the ability to maintain public access and utility service continuity will find this project to be a well-defined, construction-ready opportunity with a collaborative owner and clear delivery objectives. This Project is partially funded through the Florida Department of Transportation (FDOT) State-Funded Grant Agreement (FPN 453172-1-54-01) and the Broward County Transportation Surtax Municipal Match Program (GMHOLL-005). All work performed under this Contract is subject to applicable federal, state, county, and local laws, including grant funding requirements where applicable. Written comments can be sent to Jean Joinville, Procurement Manager at City of Hollywood, P.O. Box 229045, Hollywood, FL 33022-9045 or via email at jjoinville@hollywoodfl.org.
