About this opportunity
County of San Diego is requesting bids on Job Order Contract No. 380 for C-20 Mechanical Contractor services under California Public Contract Code 20128.5, with bids due August 25, 2026 at 2:00 p.m. and a pre-bid conference on August 3 at 10:00 a.m. via Microsoft Teams. Bidders must hold a valid California State C-20 Mechanical Contractor's License, be prequalified by the County, and be registered with the Department of Industrial Relations.
The contract is a competitively bid, firm fixed-price indefinite quantity vehicle for repair, remodeling, alteration, modernization, maintenance, and rehabilitation work on buildings, structures, and real property throughout San Diego County and the City of San Diego. Work is accomplished through issuance of individual Job Orders using the Simplebid Unit Price Book with pre-established unit prices. The County reserves the right to require the successful offeror to work at any County location or facility.
The contract has a maximum value of $5 million (adjusted for Consumer Price Index as of January 1, 2015) with a term of one year or until expenditure of maximum value, whichever occurs first. Bidders must submit two adjustment factors — one for Normal Working Hours (6:00 a.m. to 6:00 p.m. Monday through Friday excluding County holidays) and one for Other Than Normal Working Hours (6:00 p.m. to 6:00 a.m. Monday through Friday, plus Saturdays, Sundays, and County holidays), with the second factor required to be greater than the first. Award is based on the lowest Composite Adjustment Factor (80% Normal Working Hours plus 20% Other Than Normal Working Hours).
Bid security of 10% of maximum contract value is required. The successful offeror must provide performance and payment bonds equal to 100% of the total contract price within ten days of award. All work is subject to prevailing wage requirements under California Labor Code Section 1771.4. Written questions are due August 10, 2026 at 5:00 p.m.
