About this opportunity
The County of San Diego is soliciting bids for Job Order Contract No. 379 — C-20 Mechanical Contractors License, an indefinite-quantity, firm fixed-price contract for repair, remodeling, alteration, modernization, maintenance, and rehabilitation work on County buildings and real property throughout San Diego County, with bids due August 25, 2026 and a mandatory pre-bid conference on August 3 via Microsoft Teams.
Offerors must be registered with the California Department of Industrial Relations and hold an active California State C-20 Mechanical Contractor's License at bid submission. This is the controlling eligibility requirement.
Work will be ordered through individual Job Orders using the SimplebidTM Unit Price Book with established unit prices. Place of performance spans multiple County locations; the County reserves the right to direct work to any location or facility under its jurisdiction. The contract has a minimum value of $0 and a maximum of $5 million (adjusted for Consumer Price Index as of January 1, 2015), with a base term of one year or until expenditure of the maximum value, whichever occurs first. The County does not guarantee successful offerors will receive the full maximum contract value; Job Orders will be issued at the County's sole discretion based on contractor performance, execution capacity, and staffing availability.
Award will be made to the lowest responsive, responsible offeror based on the lowest Composite Adjustment Factor, calculated as 80% of the Normal Working Hours Adjustment Factor plus 20% of the Other Than Normal Working Hours Adjustment Factor. All prevailing wage requirements under California Labor Code Section 1771 apply. Bid security equal to 10% of the maximum contract value is required; successful offerors must provide a performance bond equal to 100% of the total contract price and a payment bond. Written questions are due August 10, 2026 at 5:00 p.m. A public virtual bid opening will follow the submission deadline.
