The contract is a one-year base term with up to three additional one-year option terms for general and mechanical construction repair, alteration, maintenance, rehabilitation, demolition, and infrastructure and building work at various County facilities. Work is procured through discrete job orders with pre-established unit prices derived from RSMeans Online Construction Cost Data. Award will be based on an Award Criteria Figure using a 60% weighting for Normal Working Hours work, 30% for Restricted Working Hours, and 10% for Non Pre-priced work.
The estimated annual contract value is $5,000,000 per contractor, though the County is not obligated to issue work at that volume. The contract requires a bid surety of $25,000 and, if selected, Performance and Payment Bonds each in the amount of $8,000,000.
Bidders must demonstrate at least three completed comparable JOC projects within the past three years, each ranging from $200,000 to $1,000,000, and provide resumes of proposed project management personnel with a minimum of five years of relevant experience. Work is subject to prevailing wage requirements under Arlington County Purchasing Resolution Article 4-104, Virginia contractor licensing requirements, and Arlington County business licensing provisions. All work must comply with applicable standards and specifications of Arlington County, Virginia Department of Transportation, Department of Environmental Services, and Department of Parks and Recreation.
Questions are due August 25, 2026 at 5:00 p.m. Eastern Time. A virtual bid opening will occur via Microsoft Teams on September 9, 2026.
