About this opportunity
The City of Jacksonville Fire and Rescue Department (JFRD) is requesting bids for non-emergency medical transport services supporting emergency shelters throughout Duval County, Florida under ITB 18076-26, with bids due August 21, 2026 at 4:00 p.m. EST and a question cutoff of August 11, 2026 at 5:00 p.m.
Suppliers must hold valid Florida licensure, bonding, and a Certificate of Public Convenience and Necessity (COPCN), and demonstrate five years of documented experience in the specified job classification. Services are provided on an as-needed basis with no guaranteed work volume or minimum performance requirement during the contract term.
The scope covers 24/7 non-emergency medical transport at Basic Life Support (BLS) and/or Advanced Life Support (ALS) levels between area hospitals, long-term care facilities, emergency shelters, residential homes, and incident sites. Transport must accommodate patients confined to wheelchairs or stretchers who do not require immediate medical attention. The 25-mile maximum transport distance is included in pricing; separate billing is not authorized. Pricing shall include mobilization fees (if applicable), hourly or mileage-based transportation rates, and stand-by time rates, all submitted on the provided price sheet.
Insurance requirements are substantial: workers' compensation, commercial general liability ($2,000,000), automobile liability ($1,000,000), and professional liability ($1,000,000), along with other coverages detailed in the specifications. The contract is one year initial with four optional one-year renewal periods, contingent on approval by both supplier and City. Award will be made to the lowest responsive, responsible bidder on an all-or-none basis. The contract may be funded in part or wholly by the Federal Government, requiring compliance with federal provisions including debarment certifications, anti-lobbying certifications, and affirmative steps for small and minority business participation. Bid surety (bid bond, performance bond, and payment bond) is not required.
