About this opportunity

The City of Jacksonville Fire and Rescue Department is requesting bids on complete bail-out kits with belt escape systems under ITB 17955-26, with bids due July 22, 2026 at 4:00 p.m. Eastern Standard Time. The question cutoff is June 23, 2026 at 5:00 p.m. — a constraint already passed relative to today's date of July 21, 2026. JFRD intends to establish a blanket purchase agreement for 350 complete escape systems. A Buy American Preference applies to responsive and responsible vendors within 5 percent of the lowest bid who provide at least 51 percent American-manufactured goods with supporting documentation.

The scope covers complete escape systems, each comprising a descent mechanism with capstan friction device, nine-inch tether with red auto-lock carabiner, seven-inch escape hook (7000-series aluminum, UL classified to NFPA 2500), fire-resistant reflective deployment tether, and fire-resistant storage bag holding 50 feet of fire-resistant Technora webbing. The descent device must measure 6.25 inches by 1.5 inches by 1.25 inches with large ergonomic non-slip handle and aircraft-grade aluminum construction; the escape hook must weigh less than 223 grams. The entire system including 50 feet of webbing and all components shall not exceed 2.5 pounds and must be NFPA 2500 certified and made in the USA. Pricing includes all freight, delivery, and handling to Jacksonville Fire and Rescue Department, 355 Ellis Road, Jacksonville, Florida 32254.

The contract term is two years for the initial period with three one-year renewal options subject to approval by both supplier and the city. Award will be made on an all-or-none basis to the lowest responsive and responsible bidder. Payment terms are net 30 days. All responses must be submitted electronically through the 1Cloud e-procurement system. Packing lists must include purchase order number, item number and description, shipment date, quantity ordered and shipped, unit price, and unit of measure.
