About this opportunity
The City of Jacksonville Fire and Rescue Department is requesting bids on a complete bail-out kit with belt escape system, 350 units, under ITB 17955-26, with bids due July 22, 2026 at 4:00 p.m. EST. NFPA 2500 certification and USA manufacture are hard requirements — the central capability filters.
The scope consists of a friction descent device weighing no more than 6.7 ounces with a 9-inch tether attached to a red auto-lock carabiner; a 7000 series aluminum escape hook weighing less than 223 grams and UL-classified to NFPA 1983; 50 feet of 11mm Technora webbing; and a fire-resistant 9-by-9-inch storage bag with Velcro closure. The complete system must weigh no more than 2.5 pounds, operate with one-handed control, and demand minimal force. Delivery is required to 355 Ellis Road, Jacksonville, Florida 32254 with FOB Destination terms; all unit prices must include freight, delivery, and handling.
The contract is a blanket purchase agreement with an initial two-year term followed by three optional one-year renewal periods subject to approval by both the supplier and the City. Award is made to the lowest responsive and responsible bidder on an all-or-none basis.
A Buy American Preference applies: bidders offering at least 51% U.S. manufacture, assembly, or production and bidding within 5% of the lowest responsive bid receive preference consideration. No bid surety, performance bond, or payment bond is required. Questions are due June 23, 2026 at 5:00 p.m. No pre-bid conference is scheduled. Federal funding does not apply.
