About this opportunity

The City of Flagstaff, Arizona is requesting bids on the Jay Lively Ice Chiller Replacement Project (IFB 2026-156) with bids due June 12, 2026 at 12:00 p.m., a pre-solicitation meeting on May 26, 2026 at 1:00 p.m. at the project site, and written questions due June 1, 2026 at 12:00 p.m.

The scope encompasses selective demolition of existing water-cooled chillers, evaporative coolers, pumps, air control devices, and piping at the Jay Lively Activity Center in Flagstaff, followed by installation of two new air-cooled chillers, primary chilled water pumps, air control devices, and a hydronic reheat loop. The contractor must connect new equipment to existing chilled water piping, integrate the new reheat loop to existing heat exchanger HX-2, and install new control devices with BACnet communication to integrate into the existing Building Automation System. The new chillers require BACnet communication capability. A new 1000 amp main electrical switchboard provided by the owner will be installed by the contractor to feed the building, and an electrical service upgrade is required to support new equipment; the City of Flagstaff will coordinate all utility requirements for the service upgrade.

All bidders must hold an Arizona State Contractor's License and Classification appropriate to the work. Bids must include a statutory bid bond of not less than ten percent of the gross bid amount payable to the City of Flagstaff, or an acceptable certified or cashier's check. Pricing must address removal items (mechanical equipment and pipe demolition, electrical demolition, glycol disposal), mechanical items (chillers, pumps, glycol makeup unit, variable frequency drives, air separators, expansion tanks, piping, glycol fill, pipe insulation, structural steel, BAS controls, testing and balancing), electrical items (switchboard, wiring, feeders, concrete pad), and overhead and contingency. Contract award goes to the lowest responsive and responsible bidder. Bids are submitted via the City's OpenGov e-Procurement portal, with public bid opening and review by the project management team to follow. A pre-construction conference will be held electronically with the successful bidder after Notice of Award.
