About this opportunity
The North Carolina Department of Justice's State Crime Laboratory is requesting bids for comprehensive janitorial services at the Raleigh Crime Laboratory facility under IFB #WS2168444320, with bids due August 6, 2026 at 2:00 PM ET and a mandatory site visit on July 22, 2026 at 10:30 AM ET. All personnel must undergo background checks and criminal investigations, with DNA samples (buccal swab) required for each employee — a decision-flipping eligibility gate tied to the sensitive laboratory environment.
The scope covers all-inclusive janitorial services for the 121,000 square foot, five-floor facility at 121 East Tryon Road, Raleigh, including 16 restrooms, three elevators, office, laboratory, and common spaces. A minimum of four personnel must work Monday through Friday from 7:30 AM to 4:30 PM, excluding state holidays, performing daily, weekly, monthly, and quarterly maintenance tasks. The contractor provides all labor, supervision, materials, equipment, and consumable supplies (light bulbs, toilet tissue, paper towels, soaps, chemicals, trash liners). Separate pricing is required for major maintenance services including carpet cleaning, floor stripping, sealing and waxing, and special requests on a per-square-foot or hourly basis.
The contract term is three years from the effective date of execution. The vendor must maintain a management office within North Carolina, preferably within 100 miles of Raleigh, and provide 24-hour emergency response capability. Award will be made to the lowest responsive bid, with the State reserving the right to reject all bids or make separate awards to multiple vendors. Contract award is anticipated September 2, 2026. All personnel must provide proof of E-Verify work authorization. Written questions are due July 24, 2026. The contract includes a 60-day adjustment period during which failing inspections do not count against performance; default may occur after three failing inspection ratings within any six-month period thereafter.
