About this opportunity

The State of North Carolina Department of Administration, Facility Management Division, is requesting proposals for janitorial services at the Old Education Building in Raleigh, with proposals due August 7, 2026 at 2:00 PM and a mandatory site visit on July 30, 2026 at 10:00 AM.

The scope covers daily professional cleaning of a 121,477 square-foot, 7-floor building containing approximately 115,375 square feet of carpet, 6,072 square feet of hard floors, 19 restrooms, and 5 elevators. The vendor shall provide all labor, supervision, materials, and equipment. Daily duties include restroom maintenance checked every two hours, trash removal, floor care, equipment maintenance, and response to work orders. Building operations run 7:00 AM to 5:00 PM. The vendor must maintain a management office within thirty minutes of Raleigh; employ a minimum of two daytime porters (7:30 AM–5:00 PM) and four evening staff (5:00 PM–11:00 PM); and provide designated supervisors for each shift. All personnel and subcontractors must pass criminal background checks completed within ninety days of contract effectiveness, with exclusions for felony convictions, violent crimes, or sexual offenses within the past seven years. The vendor must obtain North Carolina Secretary of State registration prior to award and provide a performance guarantee. All employees must complete training in bloodborne pathogens, hazard communications, fire extinguisher, personal protective equipment, and asbestos/mold awareness within thirty days of assignment.

The contract has an initial one-year term commencing November 1, 2026, with state options to renew for up to two additional one-year terms upon thirty-day renewal notice. Evaluation weights 60 maximum points for technical factors (vendor experience and past performance) and 40 maximum points for price, with a pass/fail work plan requirement. Monthly inspections apply an 80% passing threshold. Pricing uses a normalized cost formula based on scheduled general cleaning duties, unscheduled cleaning per square foot, and emergency/special cleanup per hour. Written questions are due July 31, 2026 at 2:00 PM, with responses by August 3, 2026. Award is anticipated by October 1, 2026.
