About this opportunity

The State of Missouri, Office of Administration, Division of Facilities Management, Design and Construction, is requesting competitive bids for janitorial services at 3411 Knipp Drive, Suite A, Jefferson City, with proposals due October 15, 2026 at 2:00 p.m. Central Time and a non-mandatory facility tour on October 7, 2026 at 10:00 a.m.

The scope covers evening janitorial services five days per week (Monday–Friday, 6:00 p.m. to 12:00 a.m., excluding state holidays) for a 7,247-square-foot state-leased building housing approximately 24 full-time employees and 5–10 weekly visitors. Daily tasks include trash removal, glass and floor cleaning, restroom disinfection, and floor maintenance; weekly tasks include deep cleaning of waste containers and light switch disinfection; monthly tasks encompass machine scrubbing of vinyl composite tile floors and light-fixture cleaning; and semi-annual tasks include deep carpet cleaning and hard surface floor stripping and refinishing. The contractor must furnish all equipment and supplies, including commercial-grade vacuums meeting Carpet and Rug Institute Green Label standards and environmentally preferable cleaning products. Contractors must possess a minimum of two consecutive years of successful janitorial experience for buildings of at least 7,247 square feet and maintain a contact person within 30 miles of the facility. Background checks with fingerprint-based screening are required at least 45 days prior to work commencement; the contractor bears all associated costs. All employees must comply with E-Verify work authorization.

The current contract with ANB Cleaning Solutions is priced at $0.1595 per square foot. Pricing is evaluated on cost alone; the contractor must submit firm, fixed pricing and agree that renewal period pricing cannot exceed stated amounts, though the state may adjust downward if funding limitations require. The contract term is one year from the effective date of award (January 1, 2027 through December 31, 2027), with the department retaining options to renew for three additional one-year periods. Liquidated damages apply for substandard or incomplete services, with daily rate deductions, fixed monthly or semi-annual penalties ranging from $250 to $550, and specific penalties for security failures and late reporting. The contractor must maintain comprehensive liability insurance naming Missouri as an additional insured and comply with all federal, state, and local laws.
