About this opportunity

South Piedmont Community College is requesting proposals for janitorial services across four campuses in Union and Anson Counties, North Carolina, covering approximately 279,615 square feet, with proposals due July 9, 2026 at 2:00 PM ET and a mandatory pre-proposal site visit on June 29, 2026 at 10:00 AM ET.

The scope encompasses daily, weekly, monthly, quarterly, and bi-annual cleaning across the LLP Campus in Polkton, Lockhart Taylor Center in Wadesboro, OCH Campus in Monroe, and Tyson Family Center for Technology in Monroe. The vendor must provide all labor, supervision, materials, equipment, OSHA-approved and EPA-registered cleaning chemicals, uniforms, and supplies; the college supplies only paper towels, toilet tissue, soap, trash liners, and toilet seat covers. Day porter services are required at three locations: two porters at OCH and one each at Tyson and LLP, working Monday–Thursday, 9:00 AM to 5:00 PM. Special event staffing and on-call/emergency services are billed separately at mutually agreed hourly rates. Daily crew supervisor inspections must confirm compliance with the college's cleaning standards.

The contract term is three years beginning upon final execution, with work commencement within thirty days of the effective date. Evaluation uses a 100-point scoring rubric: vendor experience (20 points), references (10 points), project organization (20 points), technical approach (20 points), and price (30 points). The lowest-cost proposal receives full price points; others are calculated proportionally.

Vendors must provide three customer references, submit criminal background checks for all personnel, obtain financial stability certification, and register with the North Carolina Secretary of State. Submission of HUB supplemental vendor information indicating minority/women business participation goals is required. Written questions are due June 30, 2026 at 11:00 AM ET, with responses provided by July 2, 2026.
