About this opportunity
The Virginia Department of Motor Vehicles is requesting bids on janitorial and custodial services for Customer Service Centers in Covington and Lexington under UIFB 154.27-127654, with bids due September 25, 2026 by 2:00 PM EST. This solicitation is set-aside for award priority to Virginia Department of Small Business and Supplier Diversity (DSBSD)-certified micro and small businesses.
Bidders need not bid on both locations. The Covington facility (121 Mall Road, 3,600 square feet) carries a monthly budget of $26,545.56; the Lexington facility (110 East Midland Trail, 4,200 square feet) is budgeted at $26,400.00 monthly. Services are Monday through Friday after hours and include daily floor cleaning and disinfection, trash removal, and restroom maintenance; biweekly exterior smoking receptacle emptying; weekly door and vent cleaning; monthly trash can sanitization and blind cleaning; quarterly carpet shampooing; and semi-annual floor stripping and waxing. The DMV furnishes hand soap, towels, toilet seat covers, toilet tissue, feminine protection products, and urinal screens; the contractor supplies all other materials, equipment, and labor. A contractor supervisor fluent in English must oversee all work onsite. All personnel must pass criminal background checks at the contractor's expense. Contractors must provide Safety Data Sheets within 30 days of award and comply with OSHA requirements.
The contract term runs January 1, 2027 through December 31, 2027, with three optional one-year renewals. Renewal pricing may not exceed the original price adjusted by the Consumer Price Index "Other Services" category change. Bids are evaluated on percentage below the established budget baseline. Performance penalties apply: up to 10 percent reduction for missed scheduled cleanings or failure to address discrepancies within 48 hours; up to 20 percent reduction for failure to address safety and security concerns within 24 hours.
Contractors must maintain workers' compensation (statutory), employer's liability ($100,000), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), and automobile liability ($1,000,000 combined single limit) coverage. Questions are due September 11, 2026 to LaToya Green (latoya.green@dmv.virginia.gov). Optional site visits are available Monday through Friday from September 1 through September 21 between 10:00 AM and 4:00 PM. Vendor transaction fees apply: one percent capped at $500 for DSBSD-certified small businesses or $1,500 for non-certified businesses.
