The scope covers comprehensive janitorial and custodial services for approximately 45,000 square feet across both buildings — basement through fourth floor of City Hall and first and second floors of the Annex. Proposers must submit three commercial references with at least five years of documented janitorial experience, a detailed project management plan, and certifications including non-collusion affidavits, conflict of interest disclosures, and House Bill 89 verification.
The contract term is one year with the possibility of two additional 12-month renewal periods. General liability insurance must be maintained at $500,000 to $1,000,000 depending on contract amount, and worker's compensation insurance is required. Invoices are submitted to the City's Accounts Payable department with payment issued net 30 days from invoice receipt. The City is exempt from sales tax; all proposals must exclude this charge.
Evaluation criteria allocate points as follows: experience (20 points), references (25 points), pricing (30 points), and project management plan (25 points), with award based on best value. A non-mandatory pre-bid conference is scheduled for August 20, 2026 at 10:00 a.m. at City Hall.
