About this opportunity
The Georgia State Financing and Investment Commission, as Owner on behalf of the Board of Regents of the University System of Georgia, is seeking construction management at-risk (CM/GC) firms for renovations to the Student Success and Construction Management Programs at Kennesaw State University's Marietta campus under Project No. J-467-CM, with Statements of Qualifications due August 20, 2026 at 2:00 p.m.
Georgia offers reciprocal preference for proposers maintaining a place of business with at least one employee in Georgia. The Owner encourages participation of minority-owned, woman-owned, and small business enterprises but does not impose a set-aside or participation goal.
The scope encompasses renovation of the Administration Building (approximately 16,600 square feet) and the W. Clair Harris Building (approximately 23,000 square feet) at Kennesaw State University. The CM/GC will participate in design review and cost estimating during the design phase, then serve as general contractor during construction. Construction documents for the Administration Building are anticipated by October 30, 2027, with the Harris Building documents in late spring or early summer 2027.
Minimum qualifications include a Georgia General Contractor's License, registration with the Georgia Secretary of State, Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million general aggregate, commercial umbrella liability coverage of at least $5 million, sufficient bonding capacity, a current ratio of 1.0 or higher, and an Experience Modification Rating of 1.2 or less. The preliminary Stated Cost Limitation is estimated at $10.5 million, subject to revision based on final programmatic requirements and funding availability.
The procurement follows a two-step process. Step I (qualifications evaluation) closes August 20, 2026; finalist notification occurs August 27. Finalist firms participate in a mandatory pre-proposal site visit on September 3, 2026 at 10:00 a.m. Step II fee proposals are due September 16, 2026 at 2:00 p.m., with finalist interviews on September 17. Step I evaluation weights Stability at 25%, Experience and Qualifications at 45%, and Suitability at 30%. Final selection is based on combined qualifications and fee-proposal scores. Statements of Qualifications are limited to 50 pages excluding licenses and forms. All submissions must be made electronically in PDF format via the GSFIC Egnyte FTP site. The GSFIC Construction Management Agreement will govern the contract and must be executed without modification.
